Should anybody be held captive in any manner?

I believe that the primary reason a person is held captive in prison, asylum, re-hab, hospital, office, home or the way is because that reason is outside. This reason could be poverty, stress, etc. This reason needs to be held captive and not the person, or in other words we need to get to the heart of the matter and try to resolve the issue. Jesus said to turn the other cheek. Dominica my co-worker told me it means to give the other person the benefit of doubt so the problem of slapping in the first instance can be resolved. This way no one on earth will be held against their will anywhere. What do you think?
